Report says demands to remain despite tight economic times Found: 11 Hours 57 Minutes ago The Gazette - Iowa likely will be between the proverbial rock and hard place as state revenues fail to keep up with projected education and health care growth, an Eastern Iowa think tank warned today."Iowa faces a fiscal future of rising costs and stagnant revenues," said Peter Fisher, research director for the nonpartisan Iowa Policy Project. The project looked at state income tax and sales tax revenues as well as expenditures for K-12 education, higher education and Medicaid and#8212; ongoing expenses that account for about two-thirds of the state budget.Fisher and Elaine Ditsler found the state faces budget challenges with its graying population. Iowans over age 64 are expected to reach 22 percent of the population by 2030. At the same time, Iowa has an eroding sales-tax base and anticipated higher costs of health care and education.The fiscal imbalance is complicated by state tax policies including senior preferences in the income tax system and tax cuts and credits for businesses.The report noted that state revenues have declined as a share of the state's economy over the last 15 years, largely because of "aggressive tax cutting in the late 1990s, and continued tax cuts through the recession of 2001 and the subsequent recovery."Looking at the cost of those tax policies will be important as state policymakers look to fund education and health care, Fisher said. Rather than facing scrutiny every year as part of the budget process, however, th policies have become embedded in the tax code and continue year-after-year without debate.Many people have assumed the aging of Iowa's population would be accompanied by a corresponding decrease in the percent of school-age Iowans. Fisher found a small decrease is likely but it will be offset by rising per-pupil expenditures.The higher education enrollments and costs are expected to rise, he said.Likewise, health spending is expected to rise because of higher health care costs. Medicaid costs will increase as the share of children and adults younger than 65 enrolled in the program grows along with the share of population who are disabled and enrolled. Although state Medicaid spending is less than 1 percent of the state gross domestic product, it is expected to double by 2030."If the revenue picture does not change," Fisher said, "it is inevitable that the state's current priorities of health-care and education investments will be affected."...
