TOPEKA — A state panel voted Friday to delay by a week its selection of a developer to build and manage a destination casino in Dodge City.
The Kansas Lottery Facility Review Board said it needed additional information about financing of each project in order to gauge which one has the best chance of success.
Butler National Service Corp. of Olathe and Dodge City Resort and Gaming Co. of Wichita are vying for a 15-year contract with the Kansas Lottery and have proposed building similar projects in Ford County.
Board members said they wanted confirmation that both groups would be able to secure financing.
“There obviously isn’t confidence on this board for approving either one with just a week left,” chairman Matt All said.
The board plans to meet again next Friday, which is the deadline for picking a winning developer or asking the Kansas Lottery to enter into further negotiations with prospective developers.
Consultants advising the seven-member board have predicted that each project would average $50 million in revenue and 700,000 visits a year.
But a crisis in financial markets is making it more difficult to secure credit. Investors have generally become more wary of casino projects, and board members said they were wary of that situation, one of the board’s consultants said.
“We can’t afford to make a mistake at this point,” board member Bob Boaldin said.
Wichita attorney Steve Joseph said that Dodge City Resort and Gaming investors have more than $200 million in net worth and could fund their entire $60 million permanent casino complex. But not all of the assets are in cash or in assets easily converted to cash.
Butler National has faced questions about whether it has enough cash to fund its $87.5 million project, despite a recent promise that a minority group of investors would infuse $20 million in cash.
For the company to complete both phases of its project, Butler National must have up to $60 million in loans. Company officials have said Butler National has a firm commitment from a Kansas bank, which is more tied to a state’s economy benefitting from higher oil, gas and grain prices than Wall Street....
