Barnard saidSpence told the investigators he killed Brannon about 15 miles outside Cave Springs in Logan County and then dumped the body somewhere in Illinois Barnard said Brannon8217;s body was found in April 1985 by a mushroom hunterInvestigators in the case have contacted Kentucky State Police about the murder Barnard saidSpence had been convicted of several crimes in Mississippi and was facing a prison sentence in that state when he admitted to the murder and was transported to Adams County from Cornith MissSpence can8217;t be charged with murder in Adams County because there was no evidence that the murder actually occurred there or even within the state Barnard saidBarnard said he talked to legal experts to learn if there was some way Spence could be charged with the murder based only on his confession; Davis said 8220;There may be one day they can come in and take it on a Saturday but it8217;s pretty strict8221;Davis said more than 20 of the school8217;s students scored 30 or above on the 36point test 045; bringing the school to the top 20 list for the entire state8220;It8217;s not just by chance these things occur8221; Davis said citing the hours of ACT preparation students and teachers completed 8220;It takes hard work by teachers and students to do well8221;Bowling Green Principal Gary Fields said he was excited by the first round of junior testing which provides educators with a starting point to begin improving the figures for the future8220;I don8217;t think any of us around the state knew what these scores were going to look like8221; Fields saidFields said at least one of his students scored in the mid30s and thinks the testing results can provide motivation for studentsFor those students who did well Fields said they may have realized their potential while those who didn8217;t reach their goal have a whole year and multiple opportunities to improve before college8220;I think the state focus is trying to challenge every kid to look at higher education and this may have opened eyes to some kids8221; Fields saidEnglish scores seemed to bog down the numbers for other county schools with Warren Central receiving only 158 and Warren East 161 in that section of the ACTWarren East Principal Cindy Beals said one of the greatest challenges was testing all of the juniors including those who have no intention of going to college8220;Anytime you are below the state average it8217;s not a good feeling8221; Beals said 8220;But this is the first year every junior has been in the same room taking the test at the same time 045; and that8217;s everybody whether they want to be a rocket scientist or not be in school at all8221;Lisa Hood principal at Warren Central said she would have preferred the scores to meet or exceed the state average but was unsure what to expect when all the juniors were tested8220;There was not an expectation to meet or exceed because we had nothing to compare to8221; Hood said 8220;But we at Warren Central will all continue to strive daily to engage and instruct our students toward proficiency8221;Both principals said the test scores give officials a starting point to identify areas of concern and address them with additional ACT preparation in the classroom or study sessions after schoolThough this was the first round of test scores returned for an entire junior class the high schools recently received ACT scores on exams taken by last year8217;s graduating seniorsGreenwood8217;s average ACT score for seniors increased 04 points to a composite of 223 045; well above the national average of 211 and the state average of 209Warren East also increased its composite score an entire point to 209 while Warren Central slipped a tenth of a point to 195 Likewise Bowling Green High School saw a small dip of 06 composite point giving it a 22 average8220;The message we see is that we8217;ve got work to do and are working hard to do it8221;
