Cabinet will no longer foot bill on driveway pipes

Bowling Green Daily News - As part of a cost-cutting move designed to save millions for the state, the Transportation Cabinet will no longer install drainage pipes at private driveways. The cabinet receives about 1,600 requests each year for new entrances onto the state highway system. These are typically new or altered driveways for homes or businesses, said Robin Jenkins, cabinet spokeswoman. Officials hope the changes will save the state about $3.5 million, said Joe Prather, cabinet secretary. “Although this has been a service we’ve taken on to assist area residents and to make sure it was done correctly, it’s just not a critical service,” he said. “Our budget situation has forced us to look at all of our activities, determine where we can become more efficient and ensure the activities we are undertaking are critical.” The projects cost between $1,000 to $2,000 for a homeowner, Jenkins said. The cost could be much more for a commercial site, based on the width of the drive. Business entrances also typically have to be more securely built to accommodate heavier vehicles. The cabinet’s new policy requires that property owners are responsible for the pipes, but plans must still be approved by the cabinet. The change does not impact pipes at driveways in areas that are part of state road projects, Jenkins said. Several projects are being done by the cabinet locally where the new policy will not have an impact, said Keirsten Jaggers, spokeswoman for the cabinet in Bowling Green. Anything done to driveway drainage pipes on Nashville Road, Lovers Lane or Ky. 70 in Brownsville as part of state construction will be repaired by the state, she said. All these projects will widen roads. Nashville Road and Lovers Lane will become five lanes and Ky. 70 will have three lanes when completed. Last year, the Bowling Green office of the cabinet did 134 installations of drainage pipes on private properties and 64 so far this year, Jaggers said. The cabinet will honor the commitments it has already made to install pipes for private entrances. ...

Lexington Hearld-Leader - Hurricane Dolly slammed ashore and then loitered over deep south Texas as a tropical storm, dumping as much as a foot of rain in places and ripping roofs off buildings with 100 mph winds. Emergency managers waited for Dolly to move on late into the night Wednesday and hoped to begin assessing the storm's damage Thursday even as they began to rescue people from flooded or damaged homes. Dolly had weakened to a tropical storm by 10 p.m. CDT Wednesday after hitting South Padre Island around midday as a Category 2 hurricane. But the storm drenched south Texas as it crept westward at an excruciating 7 mph into the evening. The National Weather Service expected Dolly to weaken to a tropical depression, turn to the northwest and accelerate slightly Thursday. By 1 a.m. Thursday, the tropical storm was centered about 75 miles northwest of Brownsville with maximum sustained winds that had dropped to about 60 mph. Still the danger had not passed as power lines hung across streets and water surrounded neighborhoods....

Lexington Hearld-Leader - Texas mobilized National Guard troops and residents along the Gulf Coast near the Mexican border were buying plywood, flashlights and gasoline as Tropical Storm Dolly gained strength early Tuesday on its way to becoming a hurricane before it hits land. Hurricane warnings were in effect for parts of the Texas and Mexico coasts, meaning hurricane conditions were expected in those areas by the end of Tuesday. Forecasters at the National Hurricane Center in Miami said Dolly's winds were expected to strengthen before landfall to hurricane force, which would mean at least 74 mph. Dolly was expected to make landfall late Tuesday or early Wednesday as a Category 1 hurricane and bring with it high winds and up to 15 inches of rain and coastal storm surge flooding of 4 to 6 feet above normal high tide levels. Emergency officials feared major flooding problems and urged coastal residents to prepare. Gov. Rick Perry activated 1,200 National Guard troops and other emergency crews and Shell Oil said it was evacuating workers from oil rigs in the western Gulf of Mexico. Shell said it didn't expect its production to be affected by the storm. Mindful of the disastrous evacuation before Hurricane Rita hit the Texas Gulf Coast in 2005 - when far more people died from heat-related injuries and auto accidents fleeing the storm than from the severe weather - Perry also ordered 250 buses to be staged in San Antonio. He called on fuel teams to be ready to keep gas stations supplied and to help stranded motorists....
