If I had your salaries I wouldn't have to worry. I'm pretty angry. I would like your resignations. Put an engineer in charge, not politicians,"said the Pennsauken resident to a burst of applause.Glaser was one of about 60 people to attend a public hearing at Rutgers-Camden on Tuesday. Another will be held today from 6 to 8 p.m. at the passenger cruise terminal in the Philadelphia Navy Yard.The bistate board is expected to vote in August and implement the increases Sept. 14.Deep in debt, DRPA says it must raise tolls $1 and PATCO fares 10 percent to pay for $1.1 billion in capital needs over the next five years.Tolls will jump to $5 in 2010 and be adjusted upward every two years under the plan.PATCO fares will jump another 10 percent in 2010 and be adjusted every two years.Tolls would rise for the Ben Franklin, Walt Whitman, Betsy Ross and Commodore Barry bridges. New Jersey residents represent somewhere between 60 to 80 percent of the motorists who use those spans.All but one of the 29 people who spoke Tuesday objected to some or all aspects of the proposals.Representing New Jersey's general building contractors who stand to benefit by a wave of construction projects, Charles Barnes said he supported the increases."Our bridges and trains are in need of immediate maintenance and improvements. But after years of wasteful spending, we don't want those vital projects to be vulnerable to wasteful spending practices or backroom deals,"he said.Several speakers objected to a 100 percent increase in senior citizen rates and the elimination of the paper pass system. Instead, DRPA wants seniors to enroll in E-ZPass -- which carries a $1 a month fee -- and limit their discount bridge crossings to off-peak hours."That is a crazy idea. Seniors would not be crossing the bridge during peak hours unless they have to, and I have to because I still work,"said Jim Shanahan of Haddon Heights.Nearly all speakers said they were enraged at the authority for spending more than $350 million on economic development projects, including the Kimmel Center and Jewish History Museum, both in Philadelphia, a soccer stadium in Chester, Pa., and various projects on the Camden waterfront, including Campbell's Field and the aquarium.John J. Matheussen, the authority's CEO, promised that none of the money to be raised by the toll and fare hikes would be spent on non-transportation items. Still, some $35 million remains earmarked for economic development in South Jersey and Philadelphia."It's unconscionable that you want to raise rates after wasting money. I demand that you not spend that $35 million on economic development,"said Lucie Lenore of Collingswood.Donald Nigro said he supported the one-year hike, but objected strongly to the proposal for automatic cost of living increases."There's a lack of accountability here that can lead to wasteful spending. It means you can raise rates without coming before a group like this again,"said Nigro, who urged the authority to raise rates "as needed."More money might not be necessary with improvements in efficiency, said the Collingswood resident.Nigro agreed with the authority's plan to limit bridge crossings for senior citizens to off-peak hours and to eliminate discounts for commuters because the current system encourages those groups to join the rush hour. This is counter to current thinking about air quality issues and reducing congestion.William Love, a Medford accountant who tries to monitor the authority's spending, called the proposal a "Trust me plan.""Unfortunately, we don't trust you. I disagree that you've been efficient. Look at the money Fast Eddie (Pennsylvania Gov. Ed Rendell who is also DRPA chairman) wasted on dredging,"Love said in reference to $50 million the authority set aside to deepen the Delaware River channel from 40 to 45 feet. DRPA pulled out of the project last year....
