Asbury Park Press - When township police began to ask questions about an apparently forged document, it eventually snowballed into a four-month investigation that culminated in the arrests of four men and the seizure of $750,000 in cash and 25 high-end vehicles, authorities said.Manalapan police Capt. Louis Moreto would only sketch the case in general terms because of an ongoing investigation."Basically we had someone who came to us questioning an apparently fraudulent document,"Moreto said. 'We went to the state Motor Vehicle Commission, looking for assistance in our investigation and they started to put it together with some other incidents.'Motor vehicle investigators found a pattern of forged documents turning up at their agencies across the state, police said. Some of the vehicles involved also had odometer "rollbacks,"police said.Eventually investigators from the Bergen County Prosecutor's Office, the state Division of Criminal Justice and the Hasbrouck Heights police department joined Manalapan Detective Thomas Mantle and their counterparts from the Motor Vehicle Commission, Bergen County Prosecutor John L. Molinelli said. The Manalapan investigation led state detectives to a Hasbrouck Heights company, GEMP, LLC, where police reported finding a scheme that defrauded the state out of "thousands of dollars in sales tax"revenue, Molinelli said.In addition, investigators uncovered a plan to use forged motor vehicle documents to fraudulently title luxury and classic cars for shipment out of the U.S., authorities said.Then on Friday, law officers made their move.In a series of coordinated raids, they executed search warrants at All City Transportation in Manalapan and the home of it's owner, Ronni Raphaelov, 27, at 94 Pease Pl in Manalapan, prosecutors said.Investigators also raided GEMP at 60 Railroad Ave. in Hasbrouck Heights and the Cresskill residence of its owner, Illya Igdalev, 45, Molinelli said.Raphaelov and Igdalev were each arrested on Friday and charged with tampering with public records and falsifying motor vehicle documents. Each was being held in the Bergen County Jail in $50,000 bail, police said.Investigators subsequently arrested two other men on the same charges.Alexander Aronov, 39, of Staten Island was picked up on Monday, police said, and Andrew Lovrich, 23, of Ramsey was arrested the next day.Aronov was taken the the Bergen County Jail in lieu of $50,000 bail and Lovrich was released in his own recognizance. Prosecutors would not comment on the difference in their bail status.Molinelli said the investigation is continuing and more arrests are expected. "This is an important case to us,"Moreto said. "We're glad to have had the opportunity to be a part of this team and do our part to stop people from getting away with fraud and tax evasion."...
