The State - Richland County sheriff’s deputies on Saturday released the name of a Columbia man arrested Friday after a half-hour chase that began on Two Notch Road and ended on I-26 in Calhoun County.James Scott, 25, of Gavilan Avenue, is charged with failure to stop for blue lights and siren, possession with intent to distribute crack cocaine and driving under suspension.Narcotics officers allegedly witnessed a transaction Friday afternoon, then pursued the car in Richland County, Lexington County, then Calhoun County, where it was stopped at mile marker 139, deputies said. Deputies pepper-sprayed Scott after he allegedly resisted arrest, and he was treated on the scene by paramedics, deputies said. Scott was being held at the Richland County jail....

The State - South Carolina elementary and middle students posted nearly across-the-board gains on the 2008 PACT — unprecedented in the life of the 10-year-old test, which was given for the final time this spring.More third- through eighth-graders reached the highest scoring levels on the annual standardized test, and more met basic standards in a majority of categories than in 2007, according to results released Wednesday by the state Department of Education.Science and social studies saw the largest gains in proficient or advanced ratings, with third-graders posting a 9.1 percentage point increase in science, and sixth-graders posting the next-largest increase, 8.2 percentage points in social studies.It’s a “persuasive indication that we have some widespread improvement occurring — not what we want, not at the rate we need, but still we’re going in the right direction,” said state Superintendent Jim Rex, noting it was the first time students posted such gains since the test was first given in 1999.But Rex cautioned even the improved scores would fall short of the state’s federal achievement benchmarks for elementary and middle school students....
