Rec agency to set priorities for park construction Found: 2 Months 2 Days 17 Hours 12 Minutes ago The State - County Council approved the final blueprint for a $50 million recreation bond last week by a 6-5 vote, and now the work of building or rebuilding parks is turned over to the Richland County Recreation Commission.The list has something for everybody — new parks with youth sports fields, rebuilt parks with expansive gyms, two adult activity centers, two swimming pools, four community centers and six neighborhood mini-parks.And now the problem for the recreation commission: Each community wants its park no later than 2009, please.“Everybody wants theirs up front,” said Lew Leopard, executive director of the commission. “Financially, we couldn’t do that even if physically we could do it.”The $50 million will come in three bond purchases, so all of the money won’t be available until 2013. And the agency staff couldn’t properly supervise two dozen constructions projects all going at once. The construction projects for the last $12 million bond were spread out over eight years....
