The State - Tropical rains have improved drought conditions statewide, but not enough has fallen to pull nine Upstate counties out of extreme drought.Meeting in Greenville Tuesday, the state drought committee decided to keep Oconee, Pickens, Greenville, Spartanburg, Anderson, Laurens, Abbeville, Greenwood and McCormick counties in extreme status, the most serious of the state’s four-level classification system.“Yes, we had rainfall from (Tropical Storm) Fay that provided some temporary relief in the Upstate,” said state drought coordinator Hope Mizzell. “But up until (Tuesday), that area had received no widespread rain since Fay.”Public utilities in the Upstate reported they had plenty of water in their reservoirs. Only 40 utilities have mandatory restrictions on residential watering because of the drought.But the dry summer in the Upstate has hurt cattle farmers. Grazing fields have had little grass, and hay crops have been poor. That has led to early sales of cattle because feeding them is too expensive....
