Leader-Telegram - Forty-one towns, counties and local lake management districts are among those who will share nearly $2.5 million to fight the spread of aquatic invasive species in state waters, Department of Natural Resources Secretary Matt Frank announced this week.Among the largest awards were almost $200,000 grants to both the city of Eau Claire and the Friends of Beaver Creek for work in St. Croix, Dunn, Chippewa and Eau Claire counties."Wisconsin is defined by water. These grants support community-based efforts to prevent species such as Eurasian water-milfoil and zebra mussels from choking our waterways or crowding out our native species," Frank said of the DNR's program known as Aquatic Invasive Species and Prevention grants. "This work is important to our quality of life, our water quality and our fishing and tourism industries."Frank released the list of grant recipients at the second annual Northern Wisconsin Economic Summit at the Lake of the Torches in Lac du Flambeau.Since its inception in fiscal year 2004, the aquatic invasive species grant program has invested about $9 million in grants to reimburse local projects up to 75 percent of expenses. Half of the total awarded in the last five years has gone for work in northern Wisconsin, and nearly 50 of Wisconsin's 72 counties have received AIS grants. The program is funded with the state's motorboat gas tax. Other area awards included $20,000 to Barron County and $6,375 to the Dummy Lake Management District in Barron County....

Leader-Telegram - BARRON - A Rice Lake woman is hospitalized after she jumped from a moving pickup truck and was run over by it Sunday night.Deborah Leonhardt, 35, was traveling with her boyfriend, Steven Watkins, 45, of Chetek when she became upset and jumped from his pickup truck, according to the Barron County Sheriff's Department, which responded at 10:31 p.m.The incident happened on Highway B, northeast of Cumberland.Leonhardt's foot caught in the truck's running board on the passenger side and went under the vehicle. She was taken to Cumberland Memorial Hospital and then transferred to Regions Hospital in St. Paul with severe injuries....

Leader-Telegram - Although property tax levies are going up slightly in most west-central Wisconsin counties, most tax rates are going down.Based on final 2009 budgets, most of which were approved this week, the levies are rising in eight of nine area counties. The levy is the total amount of money that counties plan to draw from taxpayers in the coming year.The tax rates, however, fell in at least six of the nine counties. The tax rate is the amount charged per $1,000 of property value.Barron CountyBARRON - The tax levy in Barron County will increase by 2.68 percent next year, and the tax rate will be up 2.86 percent, said Administrator Duane Hebert."Our total valuation dropped, and of course that made our (tax) rate go up," Hebert said. The levy will increase from $16.066 million to $16.497 million, and the tax rate per $1,000 of property value climbed from $4.19 to $4.30.The county's overall budget climbed slightly, from $25.7 million to $25.92 million, about an 0.8 percent increase, Hebert said.The county didn't make any cuts in programs or services, and no layoffs are included in the budget, he said."We're just trying to become as lean and mean as possible," Hebert said. "We're really in good shape."Trempealeau CountyWHITEHALL - Trempealeau County's levy is increasing 2.8 percent, from $9.7 million in 2008 to $9.98 million in 2009.The budget dropped 7 percent, from $55.9 million to $51.99 million. The county created a Human Services Department combining the Unified Board and Social Services to help cut costs.The tax rate per $1,000 of property value for 2009 is $5.99 compared with $6.09 in 2008.No positions were cut with the budget.Buffalo CountyALMA - In Buffalo County two highway department positions were eliminated through attrition to help balance the 2009 budget.The budget is $16.46 million, up 2.5 percent from $16.06 million in 2008.The levy is projected to go up 1.6 percent, from $5.63 million to $5.73 million.The tax rate will drop about 4.5 percent, from $6.11 to $5.83 per $1,000 of property value.Jackson CountyBLACK RIVER FALLS - In Jackson County, the budget declined 14.7 percent, from $27.16 million in 2008 to $23.15 million in 2009.The change is largely due to a decrease in health and human services funding of more than $4 million. The county has joined a Western Wisconsin Consortium to provide long-term care.The tax rate is projected to decrease from $6.64 per $1,000 in valuation to $6.31, down 4.9 percent.The levy is projected to increase from $8.5 million to $8.6 million, an increase of 1.6 percent.Clark CountyNEILLSVILLE - A new half-percent sales tax in Clark County is expected to generate anywhere from $785,000 to $1.6 million, and those dollars will be used to help the levy, said Clark County Finance Manager Terri Domaszek.The county's overall levy climbed 1.3 percent, from $11.71 million to $11.87 million in 2009, she said. The tax rate will fall 6.1 percent, from $7.15 per $1,000 of valuation to $6.67.The county's overall spending fell slightly, from $60.42 million to $59.3 million.The new sales tax will take effect Jan. 1, bringing the overall sales tax to 5.5 percent. For years, Clark County was the lone county in west-central Wisconsin without the half-percent sales tax, Domaszek said."What we have budgeted for is for $785,000," she said. "They projected we could receive as much as $1.6 million, but we budgeted conservatively, especially with the economy."Rusk CountyLADYSMITH - Because of levy restraints, the Rusk County Board voted to use $1 million in reserves to balance its 2009 budget.The Rusk County levy will increase slightly next year by 0.89 percent, from $5.12 million to $5.165 million.Rusk County Auditor Rosemary Schmit said the tax rate fell by 5 percent, from $4.43 per $1,000 of valuation to $4.21."One reason our levy didn't go up much is because that was our maximum allowable," Schmit said. "We got penalized (by the state) for not using those exemptions last year."Overall, county spending fell by 9.3 percent, from $12.21 million to $11.08 million."Our construction projects for highways we cut quite a bit," she said. "That department really took a hit."After spending the $1 million from the general fund, the county has about $3.47 million remaining in its reserves, she said.Pepin CountyDURAND - The tax levy increased 2 percent but the tax rate went down 0.76 percent, according to the 2009 budget approved this week by the County Board.The 2009 budget of $14.99 million is up 5.7 percent. The tax levy of $3.6 million is $72,420 higher. That amounts to a 2009 tax rate of $6.53 per $1,000 of assessed valuation, compared with $6.58 for this year.Pierce CountyELLSWORTH - The Pierce County budget is going up 3.5 percent, from $21.42 million in 2008 to $22.17 million in 2009.The tax levy will rise 2 percent, from $14.46 million to $14.75 million and the tax rate will go up 0.9 percent, from $4.55 per $1,000 assessed valuation to $4.59.St. Croix CountyHUDSON - Long-term care reform trimmed about $11.5 million from the county's expenditures but also lowered its revenues by about $12 million, according to county officials.The result, according to a 2009 plan approved Tuesday, is a budget of $80.15 million, about 13.8 percent lower than the 2008 budget.The tax levy of $26.16 million is $956,777, or 3.8 percent higher than in 2008.Compiled by staff reporters Chuck Rupnow, Pamela Powers and Chris Vetter....
